The Director of Business Operations will oversee all business and finance matters for CORE’s government and non-government contracts and grants. The Director of Business Operations leads all aspects of CORE’s contract and finance operations including contracts, financial planning, development of annual budgets, forecasting of revenue and expenses, development of government cost/pricing proposals, financial reporting, risk assessment and ensures compliance with regulatory and legal requirements (FAR/USGAAP regulations and contract cost accounting). This person will work directly with CORE leadership providing insightful business and financial analysis that drives CORE’s short and long-term business strategic plans. The Director of Business Operations is conversant with technology, assesses cost accounting software needs and uses technology to optimize all reporting and analytical functions. In addition, the Director of Business Operations will manage the business operations staff and serve as the key business and financial liaison to internal (Yale New Haven Health System) and external stakeholders (government contracting officers, sponsor business offices and other agencies).

Responsibilities

  1. Serve on CORE’s Sr. Leadership team. Participates in strategic planning, business development and forecasting.
  2. Serve as the finance strategic business partner to CORE leadership. Provides recommendations to enhance financial performance, evaluate business opportunities and improve operations.
  3. Direct all aspects of CORE’s finance operations including financial planning, metrics, annual budgets, forecasting of revenue and expenses, metrics and reporting.
  4. Direct the development of government and non-government cost proposals, cost/price models, and basis of estimates for proposals.
  5. Provide analysis and recommendations whenever needed in support of new business opportunities, contract negotiations, pricing and financing strategies, and compliance with contract terms and conditions while ensuring profitability.
  6. Ensure that effective internal controls are in place and ensure compliance with GAAP, the DCAA, FAR, and applicable federal, state and sponsor requirements for financial reporting.
  7. Lead, manage and develop the business team staff; mentor the team to ensure expertise is in place for continual improvement of processes and procedures.
  8. Serve as the key financial liaison to internal (Yale New Haven Health System (YNHHS) and Yale University) and external stakeholders (clients, auditors, partners, and advisors).
  9. Oversees and advise CORE’s IT cost accounting software to meet federal contracting needs and integration with YNHHS IT system and general ledger.
  10. Collaborate with YNHHS corporate financial accounting teams to ensure proper cost accounting for all CORE projects (Overhead, G&A, Fringe, etc.).
  11. Ensure credibility of business/finance operations by providing timely and accurate analysis of budget status reports, financial trends, and forecasts, including coordination of closing cycles of financial systems in a timely manner.
  12. Coordinate and oversee all CORE audit activities.
  13. Oversee and evaluate vendor/contractor pricing proposals, invoicing requirements and burn rates.
  14. Provide advice, coordinate and resolve the business operations issues (contracting, finance, employee relations, information technology).
  15. Diligently help shape a positive, resilient, innovative and dedicated high-performance culture committed to excellence.
  16. Other relevant business and financial accounting activities and responsibilities as assigned.

Qualifications

EDUCATION
Bachelor’s degree in accounting, Finance or Business Administration required, Master’s degree (MBA/CPA) preferred.

EXPERIENCE
A minimum of seven (7) years of progressively responsible experience in business operations and finance; with a minimum of 5 years of experience in a leadership position. Progressive business and financial experience related to US Government Contracts (firm fixed price (FFP), time and material (T&M), and cost plus (CP) contracts). Demonstrated knowledge and experience in compliance with GAAP, DCAA/DCMA, FAR regulations. Five (5) years accounting experience preferred.

LICENSURE
CPA preferred

SPECIAL SKILLS
-Strong understanding of government contract accounting, including quoting, progress payments, milestone and percent of completion billing. -Excellent computer skills with strong proficiency in Excel (Pivot tables), Word, PowerPoint, and government cost accounting software such as Unanet, Deltek GCS, or CostPoint. -Excellent analytical, project management and organizational skills with keen attention to detail. -Ability to influence and direct others, and interface with all levels of management and staff with different functional expertise. -Exceptional interpersonal, leadership and decision-making skills. -Strong written and verbal communication, and presentation skills.
